Bug description:
1)The healing numbers are random, as you can see in the proof provided, the numbers the trinket outputs are random although they should be fixed (the healing scales with item's ilvl).
2)The "This occurs more often while you are at low mana" part of the trinket does not work. As you can see in the proof provided, the number of times it procs at full mana vs low mana is roughly the same, although the proc rate should be 6 (+ haste) RPPM at 100% mana, and 12 (+ haste) RPPM at 20% and lower mana.

Confirmed. Although I am *extremely* thrilled that it is working now (since it's a BiS trinket for my specific setup,) I'm a little bummed that that's inconsistent.
Mana levels don't seem to have any effect, the additional heal from the trinket can actually go below the minimum (which tells me that the spell power coefficient being applied is likely off,) and the heals themselves vary on practically every spell cast.

Here's my combat log showing a few procs wearing only the trinket. Some go below the minimum threshold, and all are different.

The trinket works just fine, it has 10% variance, same as on retail. Meaning it can heal +10% or -10% compared to the value you see on the trinket or anywhere in between.
As for the proc rate, current implementation is 6 + Haste RPPM @ 100% mana, and 12 + Haste RPPM @ 0% mana, linearly scaled. I'll make it scale in the range of 100-20, but the rest is not a bug.
